What is the Medicare Program?

The Medicare Program is a federal health insurance program designed to help qualified individuals with certain medical costs. To qualify for the Medicare Program, you must be aged 65 or older or meet the alternative eligibility requirements.

On July 30, 1965, President Lyndon B. Johnson signed Original Medicare into law. Harry Truman was the first Medicare Program beneficiary. Medicare Parts A and B began on January 1, 1966.

Part A:

  • Hospital Services
  • Skilled Nursing Facility
  • Home Care (limited to medical only)
  • Hospice

Part B:

  • Doctor Services
  • Outpatient Hospital Services
  • Durable Medical Equipment
  • Injected or Infused Therapeutic Drugs

On June 24, 1997

President William Clinton signed the Balanced Budget Act of 1997 into law introducing what would later be named Medicare Advantage under the name Medicare+Choice.

Part C (Medicare Advantage):

  • A private individual medical plan
  • Provides additional benefits not available with Original Medicare
  • Does not replace your Medicare Insurance
  • Pays your medical expenses instead of Medicare Insurance
  • Must be entitled to Part A and Part B
  • Must live within the service area of the plan you wish to enroll

On December 8, 2003

George W. Bush signed into law the Medicare Modernization Act which created the Medicare prescription drug plan (Part D) and expanded Medicare Advantage. Part D went into effect on January 1, 2006.

Part D:

  • Available to anyone enrolled in Part A or Part B
  • Part D is optional; provided by private insurance companies
  • Monthly premiums vary by plan ($33.37 – national base premium in 2022)
  • Only allowed to have one Part D plan at a time
